Stronger, More Inclusive Economic Growth

We support central and economic agencies to develop and implement evidence-based, inclusive and internationally engaged economic policies and investments that contribute to inclusive economic growth.

Internationally engaged economy

We support the Government of Timor-Leste in strengthening institutional, organisational, and official capacities to facilitate the country’s gradual integration into regional and global trade, promoting sustainable economic diversification. This is achieved through:

  • Providing technical, legal, and coordination support to the National Secretariats for the World Trade Organization (WTO) and ASEAN, as well as relevant line agencies, in accession and post-accession negotiations for the implementation of WTO and ASEAN membership.
  • Strengthening the institutional capacity of the Government of Timor-Leste to engage effectively in ASEAN by building English language skills of Timorese civil servants.

Long term economic planning

We support the Government of Timor-Leste in developing evidence-based and inclusive public policies to address key economic challenges and risks. This is achieved through:

  • Assisting the government in producing and utilising reliable macroeconomic and trade-related data and analyses.
  • Facilitating diagnostic studies and research to improve understanding of economic challenges and provide practical policy recommendations.
  • Enhancing the private sector’s and civil society organisations’ understanding of and engagement in the development of key economic policies.

Business Enabling Environment & Investment

We support the Government of Timor-Leste in enhancing the business environment and accelerating investment in productive sectors to foster an inclusive, internationally engaged, and diverse economy. This is achieved through:

  • Supporting improvements in investment policies, business regulations, and the processes for business registration and licensing.
  • Helping develop financial infrastructure and instruments for Micro, Small, and Medium Enterprise (MSME) financing.
  • Assisting relevant government counterparts in planning, coordinating, and expanding tourism opportunities.

Human Capital Stream

We support the Government of Timor-Leste in developing a skilled and experienced workforce to meet the needs of a growing, internationally engaged economy, with a particular focus on youth and women. This is achieved through:

  • Enhancing the Government’s capacity for evidence-based labor market analysis, workforce planning, and informed decision-making.
  • Supporting the development and implementation of strategic objectives and policies on labor mobility and reintegration.

Quality Infrastructure Stream

We support the Government of Timor-Leste in strengthening regulatory capacity and investing in quality infrastructure across key sectors to promote inclusive economic growth and economic diversification. This is achieved through:

  • Assisting relevant government entities in ensuring safety, security, and facilitation in aviation services, while considering the impact on affected communities.
  • Supporting sustainable investments in the Timor-Leste submarine cable project by incorporating environmental and social safeguards and enhancing the regulatory framework in the telecommunications sector.
  • Helping government entities improve the regulatory environment in the energy sector and supporting the transition to renewable energy solutions.
