The journey of Timorese Women in Air Traffic Control

The number of women in air traffic control globally remains low, with the International Civil Aviation Organization (ICAO) reporting that only 21% of air traffic controllers are women. However, in Timor-Leste, the situation is more promising. At Air Navigation Administration Timor-Leste (ANATL), female air traffic controllers make up 44% of the workforce, surpassing the global average. This statistic reflects ANATL’s commitment to providing equal opportunities, allowing women like Isabel de Jesus and Junilda Amaral to excel in this field.

Isabel and Junilda are exceptional Timorese air traffic controllers who play vital roles in ensuring the safe landing of airplanes in Timor-Leste. Before joining ANATL, they underwent rigorous training and examinations to obtain their licenses. With over seven years of experience, Junilda completed a four-month air traffic controller course in Curug, Indonesia, followed by on-the-job training at ANATL.

Similarly, Isabel received a scholarship to pursue her air traffic controller diploma in Surabaya, Indonesia, gaining professional experience through internships at major Indonesian airports.

The support from the Australian Government through the PROSIVU program has played an important role in building Isabel’s and Junilda’s capacities in their aviation careers. PROSIVU’s six-member technical support team conducts rotational visits from Australia to Timor-Leste to mentor and coach ATC members which includes Isabel and Junilda. This support from PROSIVU’s technical team helps them better understand international aviation standards and protocols.

Isabel and Junilda appreciate the support, noting its impact on enhancing their skills. They also take pride in their high-pressure work environment, navigating aircraft, communicating effectively with pilots, and adhering to international aviation standards. They value working equally with their male counterparts in decision-making. Isabel said: “a male pilot may have extensive experience; however, when landing in Dili, he must follow my instructions. In this scenario, I am the boss! I am the one guiding the pilot and aircraft to safety, and the pilot should follow my lead and take heed of my advice.” Isabel concluded by stating: “if we provide secure and safe conditions to pilots, this will attract other airplanes to fly to Timor-Leste. In turn, we can bring in more tourists, boosting Timor-Leste’s tourism and economy.”
