Better Public Administration
We support central agencies to lead and coordinate reforms to deliver a more inclusive, merit-based, accountable, and responsive public administration, delivering a more effective and efficient government.

Strengthened governance policy and systems
We support the Government of Timor-Leste in implementing stronger and more inclusive governance policies and systems in key reform areas: cross-agency coordination, policy development, and digital systems. This is achieved through:
- Assisting the government in leading the development of strengthened digital and ICT policies and systems.
- Supporting the government in enhancing planning, research, policy development, implementation, and evaluation capabilities, including policies, legislation, and systems.
- Helping relevant government entities improve planning, coordination, and reporting of public administration reforms.
- Supporting counterpart agencies in developing inclusive HR and ICT policies, laws, and systems.
Human Resources
We support the Government of Timor-Leste in improving human resource management and development policies and systems that are merit-based, inclusive, and enhance organisational performance. This is achieved through
- Assisting the Civil Service Commission (CSC) in systematically operationalising human resource functions, while strengthening HR capabilities in ministries and agencies.
- Supporting CSC in developing and coordinating workforce planning policies and systems.
- Helping the government plan and evaluate training and development programs that strengthen ICT, management, and leadership capabilities.
