About PROSIVU

We support the Government of Timor-Leste to achieve its aim of upper-middle income status, with a healthy, well-educated and safe population

PROSIVU (Parseria ba Prosperidade Inklusivu/ Partnership for Inclusive Prosperity) is an eight-year program (2022 – 2030) funded by the Australian Government. PROSIVU works with the Government of Timor-Leste to help the country become an upper-middle-income nation by 2030, with a healthier, safer, better-educated population.

To achieve this, PROSIVU supports Timor-Leste’s central government agencies in:

1. Creating an inclusive and growing economy
2. Improving public financial management
3. Enhancing public administration

Gender Equality, Disability and Social Inclusion (GEDSI)

PROSIVU integrates GEDSI across its three pillars to support Timor-Leste in achieving inclusive development outcomes. By collaborating with the Government of Timor-Leste and civil society organisations, PROSIVU ensures that policies and systems are designed to promote equality, empower marginalised groups, and strengthen governance.

Pillar 1

Inclusive Economic Growth

Infrastructure projects (airport redevelopment, fibre-optic cable, renewable energy projects) reflect the needs of women, people with disability and other vulnerable or marginalised groups.

Women, people with a disability and people from other marginalised groups have equitable access to economic contribution and participation.

Pillar 2

Public Financial Management

Public Financial Management reform include consideration of gender and social inclusion challenges.

GEDSI impact considerations are integrated into public investment management, planning, budgeting and decision-making processes.

Budget markers are used appropriately so that a GEDSI lens is applied to all Government of Timor-Leste planning and budgeting.

Public
Administration

The Government of Timor-Leste has adopted an inclusive approach to the development of public administration policy.

Selected non-Government stakeholders are equipped to contribute to the policy development process.

There is a significantly greater proportion of women in leadership roles across the civil service.

Physical and cultural barriers to people with a disability accessing working in the civil service have significantly reduced.
